National energy customer framework
The National Energy Customer Framework (NECF) is the final major component of the national energy market reform program outlined in the Council of Australian Governments Australian Energy Market Agreement. The NECF involves the transfer of current state and territory responsibilities to a new national regulatory regime governing the sale and supply of energy (electricity and natural gas) to retail customers.
To ensure a smooth transition for Queensland customers and energy businesses, a number of transitional measures and consequential amendments will need to be made to Queensland energy legislation.
Timing & Legislation
The NECF legislation was passed in South Australian Parliament and received royal assent on 17 March 2011. The National Energy Retail Law and Rules can be viewed on the Commonwealth Government website.
As national scheme legislation, the NECF will be applied in Queensland via an Application Act.
The Ministerial Council on Energy has agreed that all participating jurisdictions will target commencement of the NECF on 1 July 2012, although transitional arrangements may extend beyond this date if required.
Queensland Implementation Decision Paper
The NECF Queensland Implementation Decision Paper (PDF, 622 KB) informs energy industry stakeholders and consumers on the outcomes of consultation undertaken on implementation of the NECF in Queensland and provides advice on how and when the Queensland Government will implement the NECF.
