The Queensland Government has established a number of special purpose vehicles (SPVs) to assist in delivering infrastructure across the state.
SPVs are proprietary limited companies established under the Corporations Act 2001, in accordance with the Queensland Treasurer’s powers under the Financial Accountability Act 2009. They are not government owned corporations.
The department is currently responsible for three SPVs that are providing governance, management and delivery of major infrastructure in South East Queensland:
City North Infrastructure Pty Ltd (CNI) was established in 2006 to manage the procurement of the following combined projects on the state government’s behalf:
Airport Link and the Northern Busway are under construction and due for completion in 2012.
The Airport Roundabout Upgrade commenced four months ahead of schedule in April 2009. All four lanes of the Airport Flyover opened in February 2011.
Southern Regional Water Pipeline Company Pty Ltd (trading as LinkWater Projects) was established in 2006 with the aim of improving South East Queensland’s water supply distribution network.

At 31 December 2011, LinkWater Projects had two ongoing projects - Northern Pipeline Interconnector Stage 2 and preliminary investigative works associated with the Cedar Grove Interconnector.
At the request of Toowoomba Regional Council, the contract for the sale of the pipeline, formally transferring ownership of the infrastructure from LinkWater Projects to the Council was effected on 15 November 2011 on completion of dry commissioning only.
To assist SPVs in developing and maintaining good governance practices, the Queensland Government has developed a governance framework and toolkit.
Each of the SPVs is required to publish annual reports.
