The proponent’s environmental impact statement (EIS) did not satisfactorily address the terms of reference for the EIS. Consequently, the EIS was not released for public consultation.

As the EIS had not been completed by the extended deadline of 17 December 2010, the ‘significant project’ declaration lapsed.
