The Bundamba to Swanbank State Development Area was declared 8 June 2006. The Bundamba to Swanbank State Development Area is 7.6 kilometres in length and is to be used principally for the construction, operation and future maintenance of key water pipeline infrastructure
The section of the Camerons Hill to Helensvale 1,050 mm diameter underground potable (drinking) water pipeline between Bundamba and Swanbank, plus two pumping stations.
The section of the Western Corridor Recycling Scheme 750 mm underground pipeline between Bundamba and Swanbank to distribute purified recycled water from Brisbane and Ipswich advanced water treatment facilities to industrial and power station consumers.

A development scheme for the Bundamba to Swanbank State Development Area was approved on 8 June 2006. This development scheme is essentially a land use control instrument administered by the Coordinator-General for the purpose of assessing and determining future infrastructure proposals for the state development area.

The development scheme recognises the Southern Regional Water Pipeline and the Western Corridor Recycling Scheme as approved projects. Under the development scheme all applications for land use (material change of use) are carefully assessed and decided by the Coordinator-General in consultation with relevant referral agencies to ensure best practice outcomes are achieved.Material change of use applications are subject to fees.
